Reference : Railway Board\u2019s Letter No. 2000\/F(S)lll\/Misc.\/S) dated 09.01.2001<\/p>\n

The issue of revision in the powers delegated to finance officers for vetting of indents vide letter under reference has been raised by various Zonal Railways and Production Units.<\/p>\n

2. In supercession of Board\u2019s letter under reference, enhanced delegation will be as under:<\/p>\n\n\n\n\n\n\n\n
Value- of Indents (in crore of Rs.)<\/td>\nLevel of Finance officers<\/td>\n<\/tr>\n
Up to 15<\/td>\nJS\/SS<\/td>\n<\/tr>\n
Above 15 to 3<\/td>\nJAG<\/td>\n<\/tr>\n

Above 20<\/td>\nCHOD\/PHOD<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

3. It should be ensured that there is no splitting of indents as the amounts mentioned above represent the aggregate value of each item per year. Calendar for submission of indents to Board may also be adhered to. The Finance officer while vetting the indents should certify the availability of funds and mention his name and designation dearly.<\/p>\n

According to the Railway Hand Book on Internal Checks<\/em> (Railway Accounts), indent vetting involves:<\/p>\n

  • Verifying if the same item was requisitioned recently.<\/li>\n
  • Logging the requisition into the system with an inward number.<\/li>\n
  • Ensuring the top sheet is fully completed with all necessary details.<\/li>\n
  • For regularly procured items, analyzing consumption over the past three years.<\/li>\n
  • For new or large-volume items, requiring justification via policy decisions or prior approvals.<\/li>\n
  • For \u201cpink\u201d (works) indents, providing references to sanctioned detailed estimates.<\/li>\n
  • Any missing detail leads to the indent being returned with remarks, approved by SR.DFM, via an office note.
    \nOnce approved, vetting is marked on the indent and estimate, logged in a register, and signed off by the Station Officer (SO) and SR.DFM.<\/li>\n<\/ul>\n

    2. Delegation of Finance Officer Authority (Based on Indent Value)<\/h2>\n

    A Railway Board directive (dated Dec 24, 2014) updated the authority levels for indent vetting:<\/p>\n\n\n\n\n\n\n\n\n

      As per Chapter V, Section 501 of the Store Department Code:<\/p>\n

      • Indents for central purchase or contracts<\/strong> (not for safety items) above \u20b94 lakh\u2014and \u20b98 lakh for safety items\u2014must be submitted to the Chief Accounts Officer (CAO)<\/strong> for prior scrutiny.<\/li>\n

        • Quantity appropriateness (compared to prior vetted levels).<\/li>\n
        • Correct purchase head<\/strong> and expenditure year<\/strong> coding.<\/li>\n
        • Appropriate signing authority is used.<\/li>\n
        • Rate analysis: verifying against unified price list\/last purchase and examining large variances.<\/li>\n
        • Contract integrity: rate consistency, safeguarding clauses like liquidated damages.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
