It should be ensured that there is no splitting of indents as the amounts mentioned above represent the aggregate value of each item per year. Calendar for submission of indents to Board may also be adhered to. What Happens During Vetting<\/h2>\n<p>According to the <em>Railway Hand Book on Internal Checks<\/em> (Railway Accounts), indent vetting involves:<\/p>\n<ul>\n<li>Verifying if the same item was requisitioned recently.<\/li>\n<li>Logging the requisition into the system with an inward number.<\/li>\n<li>Ensuring the top sheet is fully completed with all necessary details.<\/li>\n<li>For regularly procured items, analyzing consumption over the past three years.<\/li>\n<li>For new or large-volume items, requiring justification via policy decisions or prior approvals.<\/li>\n<li>For \u201cpink\u201d (works) indents, providing references to sanctioned detailed estimates.<\/li>\n<li>Any missing detail leads to the indent being returned with remarks, approved by SR.DFM, via an office note.<br \/>\nOnce approved, vetting is marked on the indent and estimate, logged in a register, and signed off by the Station Officer (SO) and SR.DFM.<\/li>\n<\/ul>\n<hr \/>\n<h2>2. Additional Scrutiny for High-Value Indents<\/h2>\n<p>As per Chapter V, Section 501 of the Store Department Code:<\/p>\n<ul>\n<li>Indents for <strong>central purchase or contracts<\/strong> (not for safety items) above \u20b94 lakh\u2014and \u20b98 lakh for safety items\u2014must be submitted to the <strong>Chief Accounts Officer (CAO)<\/strong> for prior scrutiny.<\/li>\n<li>The CAO must ensure checks on:\n<ul>\n<li>Quantity appropriateness (compared to prior vetted levels).<\/li>\n<li>Correct <strong>purchase head<\/strong> and <strong>expenditure year<\/strong> coding.<\/li>\n<li>Appropriate signing authority is used.<\/li>\n<li>Rate analysis: verifying against unified price list\/last purchase and examining large variances.<\/li>\n<li>Contract integrity: rate consistency, safeguarding clauses like liquidated damages.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h2>Summary of the Vetting Flow<\/h2>\n<ol>\n<li><strong>Indent Raised by User Department<\/strong> \u2192 Submitted to Finance.<\/li>\n<li><strong>Finance Vetting<\/strong>:\n<ul>\n<li>Verifies past procurement, justification, fund availability.<\/li>\n<li>Records vetting on requisition and registers it.<\/li>\n<li>Approval per delegated powers (JS\/SS \u2192 CHOD\/PHOD).<\/li>\n<\/ul>\n<\/li>\n<li><strong>For High-Value Contracts<\/strong>:\n<ul>\n<li>CAO reviews detailed scrutiny (quantities, rates, contract safeguards).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Final Approval &amp; Processing<\/strong>.<\/li>\n<\/ol>\n<hr \/>\n<p>If you&#8217;d like, I can share flowcharts, sample vetting formats, or proper office note templates used in vetting.
